Today, I did a few Google searches. I’ve put an excerpt from Mayor Menino’s biography after the search result. I’ve put some of the excerpt in bold print.

From reading that paragraph, it’s my impression that Mayor Menino is planning to implement the conglomerate’s strategy of beginning the exploitation of public school students with the poorest students, including those for whom English is a second language. Of impoverished families, those from foreign countries will have the students and parents who are going to be the least able to negotiate the school, criminal justice and legal systems in order to advocate for the students not being molested.
